Liberal Democrat councillor Steve Patrick tabled a motion calling for there to be one council in Aylesbury Vale by 2020.
It said: “Local government is there for the benefit of local people, not for the benefit of those who work or govern within.
“Three tiers of government in Aylesbury Vale is confusing, inefficient and not sustainable.”
But cabinet was unanimous in dismissing the idea and listed many reasons for opposing it.
It said the motion was presumptuous to think the electorate would agree to the proposal and that the cost of upheaval would not be a good use of resources when finances are tight.
Strategic planning guru Carole Paternoster said: “Now is not the time for this because it’s not being supported by government.
“Watching a neighbour going through the process (Central Bedforshire in 2009) it took two years before they really got their act in gear.
“It has to go through parliament and there’s no reason why we should do it at this time.”
